The Accelerating the Market Transition for Distributed Energy Program is a joint initiative between the Republic of Türkiye, the World Bank (IBRD), TSKB, and TKYB, designed to expand Türkiye’s distributed solar photovoltaic (DSPV) market and pilot distributed battery energy storage systems (BESS). The Program contributes to Türkiye’s clean energy transition by fostering decentralized renewable energy deployment, supporting grid flexibility, and strengthening institutional capacity for distributed generation.

As the Independent Verification Agent (IVA), the project team is responsible for verifying and reporting on the achievement of the Program’s Disbursement Linked Indicators (DLIs) and corresponding Disbursement Linked Results (DLRs). The verification activities ensure transparency, accuracy, and compliance with the agreed protocols established under the Program.

The IVA activities include the following components:

• Verification of Results: Assessing the achievement of DLIs and DLRs through financial audits, procedural checks, and physical site inspections;
• Compliance and Quality Assurance: Evaluating the reliability and quality of data and documentation submitted by TSKB and TKYB in line with the Program’s verification protocols;
• Reporting and Documentation: Preparing independent verification reports to confirm the extent to which disbursement conditions have been met;
• Stakeholder Coordination: Engaging with the World Bank, TSKB, TKYB, and relevant government entities to ensure consistent understanding and implementation of verification requirements.
