The project is a technical assistance assignment implemented under the World Bank–financed Energy Efficiency in Public Buildings Project (EEPB), which aims to reduce energy consumption in central government buildings and to develop sustainable financing mechanisms for a long-term, nationwide energy efficiency program in Türkiye.

Within this framework, the project supports the Project Implementation Unit (PIU) of the General Directorate of Construction Affairs (GDCA) under MoEUCC in systematically analyzing, tracking, and verifying the results of public building renovation works carried out across the country.

Key activities include:

• Data Management and Analysis: Collecting, consolidating, and analyzing data on energy performance of renovated public buildings to ensure completeness, reliability, and alignment with project indicators;
• Measurement and Verification (M&V): Conducting standardized M&V activities to quantify energy savings and confirm the verified impacts of energy efficiency measures;
• Impact Evaluation: Assessing reductions in energy use, greenhouse gas emissions, and operating costs across participating buildings;
• Capacity Building: Enhancing the technical capacity of MoEUCC and GDCA staff to manage energy data, interpret M&V results, and apply findings for future policy design;
• Reporting and Quality Assurance: Preparing detailed technical reports, verification summaries, and analytical updates in accordance with World Bank and MoEUCC guidelines.
