The Turkish Sustainable Energy Finance Facility (TurSEFF) III, a EUR 400 million framework programme financed by the European Bank for Reconstruction and Development (EBRD), was successfully implemented to foster a self-sustaining market for investments in energy and resource efficiency and small-scale renewable energy projects in Türkiye. The Facility channelled funds through partner commercial banks and leasing companies to private and municipal sector borrowers, including industrial enterprises, SMEs, commercial companies, and municipalities, thereby accelerating the country’s green transition.

TurSEFF III combined financial support with a robust Technical Assistance (TA) programme, funded by the European Union (EU) and the Climate Investment Fund (CIF). The TA component played a central role in ensuring the effective deployment of the credit lines by building local capacity, facilitating project identification, and ensuring the technical and financial soundness of investments.

The project’s activities were structured under three key pillars:

Pipeline Development and Project Support:

The expert team actively engaged with enterprises and municipal service providers to identify, assess, and structure bankable projects in energy and resource efficiency, waste management, and renewable energy generation.

Capacity Building for Partner Financial Institutions (PFIs):

Comprehensive training programmes were delivered to loan officers and credit analysts of participating banks and leasing companies. These trainings strengthened their capabilities to assess technical, financial, and environmental aspects of sustainable investments, laying the foundation for continuous green lending practices.

Market Transformation and Awareness:

The Facility promoted awareness and knowledge sharing among SMEs, industries, and municipalities through targeted events, case studies, and success stories, supporting Türkiye’s shift toward sustainable production and cleaner technologies.
