The World Bank is providing a loan to the Republic of Uzbekistan for the Water Services and Institutional Support Project (WASIS). The Project development Objectives (PDO) of this Program are to: (i) improve coverage, quality and efficiency of water supply and sanitation services in selected project areas; and (ii) strengthen the capacity of sector institutions for improved service delivery.

The Program consists of the following Components:

1. Component 1: Sector Policy, Regulations and Institutions
2. Component 2: Energy Efficiency Financing Facility
3. Component 3: Regional Infrastructure Investments
4. Component 4: Professionalization of Participating Water Utilities

Energy Efficiency Financing Facility:

The principal objectives of this component are to: (i) develop and implement a facility for sustainable financing of cost-effective investments in energy efficiency (EE) in the Suvtaminots; and (ii) provide technical assistance to develop the capacity of the Suvtaminots and the Project Coordination Unit (PMU) to assure its sustainable usage.

This Component consists of two sub-components:

1. Sub-component 2.1 – Financing Facility through an Energy Savings Capture Account
2. Sub-component 2.2 – Technical Assistance for Capacity Building

The Energy Efficiency Consultant (EEC) is engaged under the Technical Assistance (TA) Sub-component. The primary objectives of the EEC are to:

• Ensure successful establishment and operation of a sustainable EE financing facility
• Manage the develop and manage the implementation EE/LM investment projects in Suvtaminots and measure and verify cost savings
• Build capacity of the major stakeholders
• Strengthen institutional capacity to support and assure the sustainability of the financing facility.
